Can you video chat on the Ipad?

If i have the apple ipad (the black one…) can i video chat? it looks like it has a front camera on the top front but i dont know if it works! there are apps for video chatting but they are about $5 and i dont want to buy it if i cant use it. i know you can facetime and take pictures on the ipad 2 but i have the old one and i really want to be able to skype! thank youuu

Skype on the iPad has 60% functionality because Skype has not bothered to make an app for the iPad. I used Skype every day on my iPad for phone calls, but the only app out there is the one designed for the iPhone. It works ok for phone calls, but for video calls over Skype, you would have to own an iPhone.

There are a lot of very upset iPad owners who are complaining to Skype about their silence on this issue.

From an iPhone you can; do video chat, use a Bluetooth headset, and call and receive calls over 3G.

Using the same app (on your ipad) none of that works. Only chat on the tiny keyboard and regular wi-fi calls.
