meaning you can use it on any phone service like verizon, tmobile, etc. instead of just at&t?
When you purchase the iPhone , you enter a contract! You will use AT&T. Your only choice it to not use any phone service, and let it collect dust.
Unlocking breaks the contract, and is therefore ILLEGAL.
Apple sells iPhones locked, because AT&T gives Apple kickbacks on the extra profit derived from iPhones.
